At a Glance: The Lahore Development Authority (LDA) seals properties mainly for two reasons: running a business from a residential property without approval, and not paying the commercialisation fee. Under LDA's 2026 rules, owners get 15 days' notice to fix unauthorised commercial use and 5 days for illegal construction. A sealed property is de-sealed only once fines are paid, the property is restored to its legal use, or the competent authority grants approval. Since April 2026, LDA has sealed at least 866 properties in operations reported in the press.

A seal on your door stops your business and your rental income, and it blocks any sale. This guide explains why LDA seals properties, the rules it now has to follow, how de-sealing works, and how to avoid buying a property that is about to be sealed. For how LDA works overall, see our Lahore Development Authority (LDA) guide.

Quick answers (October 2026):

  • Most common reason: a residential property used as a shop, office, clinic, school or similar without LDA's change-of-use approval.
  • Second reason: unpaid commercialisation fees on properties already allowed to run commercially.
  • Notice period: 15 days for unauthorised commercial use, 5 days for illegal construction.
  • De-sealing: only after fines are paid, the legal use is restored, or the competent authority grants approval.
  • Your legal right: under the LDA Act 1975, you must be given an opportunity to be heard before LDA seals premises.

1. Why LDA seals properties

Almost every sealing reported in 2026 falls under one of three heads.

ReasonWhat it meansTypical targets
Unauthorised commercial useA property approved for residential use runs a business without change-of-use approvalSchools, clinics, pharmacies, salons, cafés, offices, shops
Unpaid commercialisation feeA property formally allowed to operate commercially has not paid the fee LDA charges on itCommercial units on notified roads
Illegal constructionBuilding without a sanctioned plan or against itExtra floors, extensions, basements

The commercialisation fee is charged annually on properties allowed to run commercially. It is calculated as a percentage of the property's commercial value and can be paid in a lump sum or in instalments. How conversion works and what it costs is covered in our LDA commercialisation and land use conversion guide.

2. What the law says

Two sections of the Lahore Development Authority Act, 1975 carry LDA's sealing power and the penalties behind it.

Section 40: the power to seal. If a building or land is used against the Act, the Director General or an officer he authorises can order the owner or occupier in writing to put it right. If the order is not complied with in the time given, LDA may "after giving the person affected by the order an opportunity of being heard" demolish or alter the work, "or stop the use of the land by sealing the premises or land", and recover the cost from the person responsible.

Section 38: the penalty for changing use. Converting a property to a use other than the one allowed under a scheme, master plan or classification map, without LDA's prior written approval, is punishable with a fine of up to Rs10,000 per day from the date of conversion while the default continues, imprisonment of up to one year, or both.

Milkiyat.com finding: what the daily fine can add up to. At the legal maximum of Rs10,000 a day, a conversion left unapproved for 30 days carries potential liability of 10,000 × 30 = Rs300,000. For a full year it is 10,000 × 365 = Rs3.65 million. These are maximums the law allows, not fixed charges.

The Act does not set out a separate appeal against a sealing order. That makes the hearing under Section 40, and your written record of it, important.

3. LDA's 2026 enforcement rules: notice, review and records

In September 2026, LDA Director General Tahir Farooq issued SOPs that changed how sealing works. Our news report covers them in full: LDA digitises enforcement against illegal construction and unauthorised commercial use.

RuleWhat it means for an owner
Notice before action15 days to resolve unauthorised commercial use; 5 days for illegal construction
QR-coded noticesA notice carries a QR code linked to LDA's online record
Geo-tagged evidenceInspection photographs are geo-tagged and uploaded to the case file
Review committeeA committee chaired by the Chief Town Planner, with the Chief IT Officer and directors of revenue, law and town planning, decides whether a property is illegally commercialised
Full file checkThe committee looks at building plans, commercialisation status, complaints, inspection reports, court orders, prior approvals and outstanding dues
Audit trailDecisions and documents are uploaded, and changes are tracked
Zone approvalZones must notify the Chief Town Planner before any sealing or demolition operation

Milkiyat.com finding: the construction clock is three times faster. For illegal construction you get 5 ÷ 15 = one-third of the time allowed for unauthorised commercial use. If a notice concerns construction, act the same week.

Why this matters: until recently, sealing practice was inconsistent. In 2023, ProPakistani reported that sealed premises were often de-sealed once owners gave an undertaking to pay pending fees. The 2026 rules close that route: de-sealing now depends on payment, restoration or formal approval.

4. If you receive an LDA notice

The notice period is your chance to avoid a seal altogether.

  1. Read the notice closely. Note the reference number, date, the violation stated, the deadline and the issuing directorate.
  2. Scan the QR code and check the record matches your property and the violation described.
  3. Identify which problem you have. Is it commercial use without approval, an unpaid fee, or construction outside your plan?
  4. Respond in writing before the deadline. Explain your position, attach your documents, and keep a stamped receipt copy.
  5. Ask to be heard. Section 40 requires LDA to give you an opportunity of being heard before sealing. Ask for that hearing in your written reply.
  6. Start fixing it. Stop the unauthorised use, pay dues, or apply for conversion or a revised building plan, and keep proof of each step.

Contact numbers for the One Window Cell and LDA's offices are in our LDA helpline and contacts guide.

5. How to get a sealed property de-sealed

LDA's 2026 rules allow de-sealing in three situations. Match your case to one of them.

Your situationRoute to de-sealingProof to keep
Sealed for unpaid commercialisation feePay the outstanding fee and any finePaid challans and receipts
Sealed for commercial use without approvalStop the commercial use and restore residential use, or obtain LDA's conversion approvalUndertaking, conversion approval letter, fee receipts
Sealed for illegal constructionBring the building in line with the approved plan, or obtain a revised approvalApproved or revised plan, compliance report

The step-by-step:

  1. Get the sealing order and case reference from the directorate that sealed the property.
  2. Find out exactly what LDA wants. Ask for the amount due, or the action needed, in writing.
  3. Pay by bank challan only. Get a receipt for every payment. Never pay cash to an individual.
  4. Restore the legal use or obtain approval. For commercial use, apply through the conversion process. For construction, see our Lahore building plan approval guide and LDA building bylaws 2026.
  5. Apply in writing for de-sealing to the same directorate, attaching every receipt and approval.
  6. Wait for LDA to remove the seal formally. Do not break or remove the seal yourself.

Editor's note: LDA has not published a standard de-sealing application form or a fixed processing time. Ask the directorate handling your case for both, in writing.

6. What LDA has sealed in 2026

These are LDA sealing operations reported in the press between April and August 2026.

Milkiyat.com finding: scale. 129 + 191 + 140 + 73 + 147 + 105 + 81 = 866 properties sealed in reported operations in five months. LDA runs more operations than the press covers, so the real number is higher.

Milkiyat.com finding: the busiest single operation. On 9 June, 85 of the 191 properties sealed were on Shamsani Road in Johar Town: 85 ÷ 191 × 100 = 44.5% of that day's sealings on one road.

Who gets sealed: reports list private schools, colleges, clinics, pharmacies, beauty salons, bakeries, cafés, restaurants, grocery stores, auto workshops, real estate offices and even banks. Gulberg appears in five of the seven operations above.

7. Before you buy or rent: avoid a sealed or soon-to-be-sealed property

Buyers and tenants inherit sealing risk. Run these checks before paying anything.

  • If the property is used commercially, ask for LDA's conversion approval letter.
  • Ask for receipts showing the commercialisation fee is paid up to date.
  • Ask the owner in writing whether any LDA notice, show-cause notice or sealing order exists.
  • Check that the road is one where LDA allows that commercial use.
  • For a built house, ask for the sanctioned building plan and LDA completion certificate.
  • Compare the building on site with the approved plan: extra floors and extensions are construction violations.
  • For a scheme plot, confirm the scheme is not on LDA's illegal list. See our LDA illegal housing societies list 2026.

Rule of thumb: a residential plot sold or rented as "commercial potential" with no conversion approval carries no commercial right, and it is exactly the kind of property LDA's operations target.

Frequently asked questions

Why did LDA seal my property? Usually for running a business from a residential property without change-of-use approval, for unpaid commercialisation fees, or for building against the approved plan. The notice or sealing order states the reason.

How much notice does LDA give before sealing? Under LDA's 2026 SOPs, 15 days for unauthorised commercial use and 5 days for illegal construction.

How do I get my property de-sealed? Pay the fines and dues, restore the property's legal use, or obtain LDA's approval, then apply in writing for de-sealing to the directorate that sealed it.

Can LDA seal without hearing me? Section 40 of the LDA Act 1975 requires LDA to give the affected person an opportunity of being heard before sealing. Ask for that hearing in writing when you reply to a notice.

What is the fine for changing a property's use without approval? Under Section 38 of the LDA Act, up to Rs10,000 per day while the default continues, up to one year's imprisonment, or both.

Can I break the seal if I have paid? No. Wait for LDA to de-seal the property formally once your payment or approval is recorded.

Is there an appeal against a sealing order? The LDA Act does not set out a separate appeal against sealing. If you believe an order is wrong, take advice from a property lawyer.

Will a sealed property show up when I buy? Not in a sale agreement. Ask the seller for written confirmation of no LDA notices and check fee receipts yourself.
