Margalla Enclave Sale Deed, Allotment Letter & Transfer Record: Document Checklist

A practical checklist for verifying sale deeds, allotment letters, transfer records and ownership documents before buying a Margalla Enclave plot
Overview
In Margalla Enclave, ownership is built from a chain of documents, not a single paper. A payment receipt, an intimation letter, an allotment letter, a possession note and a transfer record each prove something different, and each can be present while another is missing. Buyers get hurt when they treat one of them as proof of all the rest.
This guide sets out what each document proves, which ones you need for each type of purchase, and what a gap can cost. For the project's location, approvals and legal status, read the Margalla Enclave Islamabad guide, which this article expands on.
If you are comparing files and plots before you check paperwork, Margalla Enclave listings on Milkiyat show each seller's asking price and size, so you know which documents to request first.
1. The document chain, in order
| Stage | Document | What it proves | What it does not prove |
|---|---|---|---|
| Application | Form copy, processing fee receipt | You applied | That you were successful |
| Result | Ballot result notice | Your application was drawn | That you have paid the down payment |
| Booking | Down payment receipt | Money was received | That all charges and taxes are cleared |
| Confirmation | Intimation letter, or allotment letter on lump sum | DHA has recorded the booking | That the plot is handed over |
| Payments | Instalment receipts and statement of account | What has been paid and what is due | That the next instalment is on time |
| Handover | Possession letter or note | Physical handover | That utilities or approvals exist |
| Transfer | DHA transfer record in the buyer's name | The file has changed hands | Anything about the plot's condition |
| Title | Registered title or sale deed, where applicable | A recorded instrument of ownership | How DHA's own records treat the plot |
DHA’s exact letter names and sequence should be confirmed directly. Dealer accounts distinguish an intimation letter after payment from an allotment letter for lump-sum applicants, but do not treat that as a substitute for confirmation. Ask DHA and a property lawyer whether a registered sale deed applies to the specific transaction. Across the file, block, street, plot number and size should match.
2. Documents by type of purchase
A booking file, a plot with possession, and a registered title instrument are different things. Possession indicates handover, not necessarily that dues, approvals or utility connections are settled.
You won the ballot.
- Application copy and processing fee receipt
- Ballot result notice
- Down payment receipt, with the payment channel shown
- Intimation or allotment letter
- Every instalment receipt as it falls due
You hold an instalment-plan file.
- All of the above
- A current statement of account from DHA showing paid, due and any surcharge
- Proof that you are not two instalments behind, which can lead to cancellation after notice
You are buying a resale file.
- The seller's original DHA letter, not a photocopy
- The seller's CNIC and a matching name on the letter
- A DHA statement of dues, issued to you or shown at DHA
- Receipts for everything the seller says is paid
- The seller's written consent and any power of attorney
You are buying a plot already in possession.
- All of the resale documents
- The possession letter or handover note
- Any no-dues confirmation
- Any approved building plan, if work has started
You are buying through an attorney, or from abroad.
- A special power of attorney that names the plot and the acts allowed
- Confirmation from DHA that it accepts the wording
- Our overseas buyers guide covers the attestation steps
3. What a gap in the chain can cost
Under the third-ballot terms, a cancelled booking is refunded after DHA deducts 20% of the amount deposited. A gap that contributes to cancellation can therefore be expensive.
Milkiyat.com finding: a cancellation on a part-paid 10 marla file costs about Rs4.6 million. Take a three-year plan with a down payment of Rs9,800,000 and instalments of Rs3,266,667.
- Paid after the down payment and four instalments: 9,800,000 + (4 × 3,266,667) = Rs22,866,667
- Still to pay: 49,000,000 − 22,866,667 = Rs26,133,333, or about eight more instalments
- A 20% deduction on a cancellation: 22,866,667 × 20% = Rs4,573,333
A resale buyer may inherit unpaid instalments or a defective record, so verify the account before paying. Our price tracker provides a separate view of asking prices.
4. A checklist for the day you pay
- Match names. The name on the letter, the seller's CNIC and the payment receipts must agree.
- See the original letter. A scan can be edited.
- Get a statement of dues from DHA. Do not rely on the seller's figure.
- Match the plot details. Block, street, plot number and size must agree across documents. Our plot map guide explains the labels.
- Check every receipt. Look for the right payee, the right channel and the right amount.
- Confirm the category. If the file is a corner, boulevard or park-facing plot, the letter should say so.
- Write down who pays what. Dues, surcharges and transfer charges should be agreed in writing before any money moves.
- Pay only to the seller's verified account or by a bank instrument, never in cash.
If a document or step is said to be unnecessary, ask DHA to identify the official record that fulfils its purpose. Keep written confirmation with the date and office details.
The full transfer sequence and charges are in our transfer procedure guide. How to spot forged files is in our scams and file verification guide.
5. Approval documents: the project, not your file
Your file sits inside a project with its own approvals. The environmental assessment was prepared for the DHA and CDA joint venture and filed with Pak-EPA. The project also relies on a CDA NOC. These are project-level papers. They do not replace your own file's documents, and your file's documents do not replace them. Our guide to NOC, EIA and the CDA–DHA joint venture covers them.
Project approval concerns the scheme, not an individual buyer’s ownership file. For registration, execution, stamp duty or the correct land-record office, obtain advice for the specific plot from a property lawyer.
6. Red flags in a document set
- A photocopy only. The seller says the original is "with the bank" or "with the family"
- A name mismatch between the letter, the CNIC and the receipts
- An open form or blank transfer paper signed in advance
- A statement of dues the seller will not let DHA confirm
- A price far below the tracker without a reason
- Pressure to pay before verification
If the seller resists these checks, pause the transaction and verify independently.
7. Keep your own file
Once you own a file, keep:
- The original letters in a safe place and scans in a separate, secure copy
- Every receipt in date order
- A running list of paid and due instalments
- Written replies from DHA
- Any power of attorney, and a note of when it was revoked
8. Where to look next
For wider comparisons, browse Islamabad property listings or houses for sale in Islamabad. To compare advertised properties in the scheme, use Margalla Enclave listings; listings are leads, not proof of ownership or dues.
Frequently asked questions
What documents do I need to check first?
Start with the original DHA letter, seller’s CNIC, payment receipts and a current statement of dues. If an attorney is acting, verify the special power of attorney with DHA.
How do I distinguish an intimation letter from an allotment letter?
The terms and sequence may depend on the booking route. Ask DHA to confirm what the specific letter records and whether anything else is required.
Do I need a registered sale deed?
It depends on how DHA and CDA record transfers. Ask DHA and a lawyer. Do not assume that a letter alone, or a deed alone, is enough.
Does a payment receipt prove ownership?
No. It documents a payment only; verify the booking, transfer and ownership position through DHA’s records and appropriate legal advice.
What if the seller only has a photocopy?
Do not proceed on the copy alone. Ask DHA to verify the record and explain the official process if the original is lost or held elsewhere.
