Holding a Plot File in Lahore After 1 July 2026: What Happens Now and What to Do

If you hold a file in a Lahore housing scheme, your money is tied to a record your society keeps. Under the new rules, that record has to move onto the Punjab Land Records Authority (PLRA) system before your plot can be traded. For how the certificate itself works, read our PLRA Property Certificate guide. For how LDA regulates schemes, see our Lahore Development Authority (LDA) guide.
Quick answers (October 2026):
- Is my file worthless now? Not automatically. It is still your claim against the society. What changed is how it can be traded.
- Can I sell my file? Not as a file in schemes under LDA's jurisdiction. Since 1 July 2026, only transactions through a PLRA Property Certificate are recognised.
- What should my society have done? Uploaded its complete sale and purchase records to PLRA's Housing Society Management System (HSMS), by a deadline later given as 31 August 2026.
- What should I do first? Get written confirmation from the society that your file is recorded on HSMS in your name and CNIC.
- Is there an official file-to-certificate process? None has been published for unballoted or open files. Ask your society in writing.
1. What changed on 1 July 2026
LDA ended file-based trading in Lahore's housing schemes after a meeting chaired by Director General Tahir Farooq with ABAD, PLRA, Board of Revenue and private scheme representatives.
| Rule | Detail |
|---|---|
| Who it covers | All public and private housing schemes under LDA's jurisdiction |
| Proof of ownership | PLRA Property Certificate with a QR code |
| Transactions without a certificate | No legal recognition; action possible under the LDA Act 1975 |
| Society duty | Upload complete sale and purchase records to PLRA's HSMS |
| Society deadline | 30 June 2026 at first; later given as 31 August 2026 |
| Linked records | NADRA, digital mapping and the e-Registry |
| Overselling | Schemes may not sell more plots than their approved land bank holds |
| Societies that fail to comply | Legal action under the LDA Act 1975, sealing of offices, legal cases |
LDA said the old system allowed forged records, missing files, files sold beyond the number of approved plots, and payments taken for properties never delivered.
2. What has not been announced
This is the gap most file holders are worried about. As of October 2026, we found no official published guidance on:
- How an unballoted file (no plot number yet) is shown on HSMS or converted to a certificate
- What happens to open files held without the buyer's name registered with the society
- A deadline for file holders themselves to act
- A fee for converting a file to a certificate
- What happens to files in schemes that have not migrated to HSMS
Milkiyat.com view: until PLRA or LDA publishes a process, your protection is the society's own record. Your goal is to make that record complete, correct and in your name, and to have it in writing.
3. What your file means now, by type
Not all files carry the same risk. Find yours in the table, then follow the matching steps in section 4. The risk ratings are Milkiyat.com's assessment, not an official classification.
| Your file | What it means after 1 July 2026 | Milkiyat.com risk view |
|---|---|---|
| Balloted file with a plot number, in an LDA-approved scheme | A specific plot exists on an approved layout plan; a certificate can point to it | Lower |
| Unballoted file in an LDA-approved scheme | A claim on a future plot; no published route yet to a certificate | Medium |
| File in an LDA scheme (such as LDA City) | LDA is both developer and regulator; status depends on ballot and possession | Lower to medium, by block |
| Open file (not registered in your name) | The society's record may still show the previous holder | High until registered |
| File in a scheme under sifting | The scheme is not approved; there may be no approved plan for a certificate | High |
| File in a scheme on LDA's illegal list | LDA has warned the public against investing; infrastructure may be demolished | Very high |
Milkiyat.com finding: by LDA's figures, 427 of the 700+ schemes it regulates are approved, so 700 − 427 = 273 schemes, or about 39%, are unapproved or still under process. Roughly two in five file holders' first question is not about the certificate at all: it is whether their scheme is approved.
4. What to do now: step by step
Step 1: Check your scheme's status. Find the scheme and exact phase on LDA's Approved Schemes list on lda.gop.pk. Check the Illegal Schemes and Sifting Status lists too. Our walkthrough: how to verify a housing society with LDA.
Step 2: Gather your papers. CNIC, booking or allotment letter, membership or file number, every payment receipt, transfer letters if you bought from someone else, and any ballot or plot-number letter.
Step 3: Register an open file in your name. If your file was bought "open", go to the society and complete the transfer into your name now. The new record is tied to NADRA, so a file in someone else's name is the weakest position to be in.
Step 4: Ask the society four questions, in writing.
- Is my file uploaded to PLRA's HSMS, and under which name and CNIC?
- Is a plot number assigned, and is it on the approved layout plan?
- When will a Property Certificate be issued for my file or plot?
- What dues are outstanding on my file?
Send the letter by courier or hand it in for a stamped receipt copy. Keep the reply.
Step 5: Clear verified dues only. Pay outstanding instalments or charges only against a written statement, by bank challan or the society's official account, and keep every receipt.
Step 6: Do not buy or sell files. Any file deal now has no legal recognition in schemes under LDA's jurisdiction. If someone offers to buy or sell your file "privately", walk away.
Step 7: Escalate if the society does not answer. Contact LDA with your scheme name, file number and copies of your letters. Numbers are in our LDA helpline and contacts guide. You can also file on the Pakistan Citizen's Portal app. For a claim against a developer, take advice from a property lawyer.
5. If your scheme is unapproved or illegal
A file in an unapproved scheme was always high risk. The certificate system makes that risk visible.
- If the scheme is in sifting, it may still be regularised, on conditions LDA sets. Read what legalising an unapproved Lahore plot involves.
- If the scheme is on LDA's illegal list, read our LDA illegal housing societies list 2026, stop further payments, and gather your documents.
- If the land is outside Lahore district, check which authority applies: where LDA's authority ends.
- Join other file holders. A group of buyers with shared records carries more weight with the society and with LDA than one person alone.
6. Red flags aimed at file holders
The change has created new pitches aimed at anxious file holders.
- "Pay a conversion fee to us and we'll get your certificate." No official conversion fee has been published. Pay only the society, against a written demand, by bank challan.
- "Sell your file to us now before it becomes worthless." A forced sale at a discount is how middlemen profit from panic. Check your scheme's status first.
- "Your file is already on the system" with no proof. Ask for the society's written confirmation showing your name and CNIC.
- "Buy this file cheap, certificate guaranteed." Since 1 July 2026, buying a file has no legal recognition. Buy only against a certificate whose QR code you have scanned yourself.
7. File holder checklist
- Scheme and exact phase found on LDA's Approved Schemes list
- Scheme not on LDA's Illegal Schemes list; sifting status checked
- File registered with the society in my own name and CNIC
- All payment receipts and letters collected in one place
- Written letter sent to the society with the four questions, receipt copy kept
- Written statement of outstanding dues received
- No file bought or sold since 1 July 2026
- Society's reply received, or escalated to LDA
Frequently asked questions
Is my plot file worthless after 1 July 2026? Not automatically. Your file is still your claim against the society. What changed is that it can no longer be bought or sold as a file in schemes under LDA's jurisdiction.
Can I sell my file now? Not as a file. LDA says transactions without a PLRA Property Certificate have no legal recognition.
How do I convert my file into a Property Certificate? No official process for unballoted or open files has been published. Ask your society, in writing, whether your file is on PLRA's HSMS and when a certificate will be issued.
What is an open file, and is it at risk? An open file is one bought without the buyer's name being registered with the society. It is the weakest position under the new system, because records are linked to NADRA. Register it in your name now.
What was the deadline for societies to move records to PLRA? First 30 June 2026, later given as 31 August 2026 for uploading complete records to HSMS.
What if my society has not moved its records? Officials have said non-compliant societies face legal action under the LDA Act 1975, including sealing of offices. Write to the society, keep copies, and escalate to LDA.
Does this apply to DHA Lahore files? DHA Lahore runs under its own law and transfer system. Check with DHA directly.
Is there a fee to convert a file? None has been published. Do not pay a "conversion fee" to anyone other than your society, and only against a written demand.
Milkiyat.com is not a law firm. For a dispute with a society or developer, consult a property lawyer.
