RUDA vs LDA: Who Approves What Along the River Ravi

Lahore buyers are used to checking LDA's lists. Along the Ravi, that habit can mislead you: a scheme can be missing from LDA's lists because it sits under RUDA, or advertise an old LDA approval for land that RUDA now controls. For how LDA itself works, see our Lahore Development Authority (LDA) guide.
Quick answers (October 2026):
- What is RUDA? The authority created in 2020 to plan and develop the Ravi Riverfront, known as Ravi City, and to regulate private schemes in its area.
- How big is its area? About 132,000 acres along a 46 km stretch of the river (Dawn).
- Does LDA approve schemes there? No. Inside RUDA's notified area, RUDA grants scheme approvals.
- How do RUDA approvals work? Three stages: Provisional Planning Permission, Technical Approval, and Final Sanction (NOC).
- Where do I check? On RUDA's website, under Housing Schemes, and with RUDA directly.
1. What RUDA is, and why it matters to Lahore buyers
RUDA was set up in 2020 to deliver the Ravi Riverfront Urban Development Project, a new city along the river with RUDA's own flagship projects, led by Chahar Bagh. It also regulates private housing schemes and land subdivisions within its notified area.
| LDA | RUDA | |
|---|---|---|
| Created | 1975 (LDA Act) | 2020 |
| Area | Lahore Metropolitan Area, with interim reach over Lahore Division for schemes | Notified area along the River Ravi, about 132,000 acres |
| Approves private schemes in | Its own area | Its notified area only |
| Own flagship scheme | LDA City | Chahar Bagh |
| Approval stages | Preliminary permission, layout plan approval, final approval | Provisional Planning Permission, Technical Approval, Final Sanction |
| Head office | M.A. Johar Town, Lahore | 151 Abu Bakar Block, Garden Town, Lahore |
Milkiyat.com finding: RUDA's area is large. 132,000 acres × 8 = 1,056,000 kanals, more than a hundred times the 10,000-kanal size of a large housing project. Land across two districts falls under one development authority.
Why this matters: RUDA's area spans Lahore and Sheikhupura districts. Several schemes on RUDA's Technical Approval list are in Sheikhupura, even when marketed as Lahore. Read where LDA's authority ends for the wider "land sold as Lahore" problem.
2. Where RUDA's authority starts and LDA's ends
The rule of thumb is simple: if the land is inside RUDA's notified area, RUDA is the approving authority for housing schemes; outside it, LDA (or another authority) is.
| Area | Authority for housing-scheme approval |
|---|---|
| RUDA notified area along the River Ravi | RUDA |
| Lahore Metropolitan Area outside RUDA's area | LDA |
| Kasur, Sheikhupura, Nankana Sahib outside RUDA's area | LDA (interim arrangement); building control usually with local councils |
| DHA Lahore | DHA |
| Lahore and Walton Cantonments | Cantonment boards |
| Walled City | Walled City of Lahore Authority |
Comparing rulebooks? See LDA vs Cantonment Board vs TMA: three rulebooks in one city.
Before buying near the river: ask the seller for the land's mouza (revenue estate) and khasra numbers, then confirm with RUDA whether that land is inside its notified area. Don't rely on the scheme's address or brochure.
3. How RUDA approves private housing schemes
RUDA uses a three-stage process
| Stage | What it means | Can plots be sold? |
|---|---|---|
| 1. Provisional Planning Permission (PPP) | The site is checked for location and master plan compliance; valid for one year | Treat as early-stage. RUDA's list shows "soft launching" allowed for some schemes only after conditions, such as paying outstanding infrastructure charges |
| 2. Technical Approval | Plans checked against technical standards for roads, sewerage, electricity and solid waste | Ask RUDA what the specific approval allows |
| 3. Final Sanction (NOC) | Granted after all conditions, fees and service design approvals are complete | The full approval |
This mirrors LDA's own stages, and the same trap applies: a developer may market the first stage as if it were the last. Our LDA NOC vs LOP guide explains the LDA version.
What RUDA's lists show (October 2026)
RUDA's website lists 14 schemes with Provisional Planning Permission, including Kingdom Valley Phase-1, New Metro City Ravi, several Emerald Bay phases and extensions, New City Paradise Phase-1, ARD City, Al-Rehman Overseas Block, Region City and Royal Swiss Lahore. It lists 8 schemes or land subdivisions with Technical Approval:
| Scheme (as listed by RUDA) | Location given by RUDA |
|---|---|
| Al-Raziq Garden (Revised) | Jaranwala–Sharaqpur Road, District Sheikhupura |
| Tauheed City Land Sub-Division | Mouza Lakho Dair, Tehsil Shalimar, District Lahore |
| Al-Jannat Residencia Housing Scheme | Sharaqpur Road, District Sheikhupura |
| New Metro City Ravi (Revised) | Mouza Burj Attari and Mouza Babu Sabu, Districts Sheikhupura and Lahore |
| ARD City Phase-2 | Mouza Bukan Wal, Tehsil Ferozwala, District Sheikhupura |
| Pyramid Housing Scheme | Mouza Wagrian and Natt, Tehsil Shalimar, District Lahore |
| Grand Residencia Housing Scheme | Mouza Bharrat, Kala Khatai Road, District Sheikhupura |
| Subhan Garden Phase-II Land Subdivision | Mouza Chak Rampura, Tehsil Wahga, District Lahore |
RUDA also lists River Edge Housing Scheme with "Provisional Acceptance", which is a different status from Technical Approval.
Milkiyat.com finding: approvals are moving, but slowly. In July 2024, RUDA told Profit it had given 2 schemes full approval, 5 technical approval and 7 PPP, with about 40 cases under process. RUDA's lists now show 14 with PPP and 8 with Technical Approval: 14 − 7 = 7 more PPPs and 8 − 5 = 3 more technical approvals in about two years.
Milkiyat.com finding: half the land wasn't buildable. New Metro City received technical approval for 589 kanals out of the 1,200 kanals its developer bought; the rest fell within the river channel and had to be surrendered to RUDA. That is 589 ÷ 1,200 × 100 = 49.1% of the land approved. Near the river, a developer's land holding and its buildable land can be very different numbers.
Same names, different projects: several brands on RUDA's lists also have projects elsewhere, such as Kingdom Valley and New City Paradise. RUDA's approval covers only the named phase on its list, not the brand's other projects.
4. What RUDA charges developers, and why buyers pay it
RUDA's fees for private schemes, as reported in July 2024
| Charge | Rate |
|---|---|
| Scrutiny fee | Rs2,000 per kanal of saleable area |
| Trunk Public Infrastructure Development (TPID) fee | Rs800,000 per kanal |
| Land conversion charges | 2% of DC rate per kanal |
| Service design fee, water and sewerage | Rs10,000 per kanal |
| Service design fee, roads and bridges | Rs1,000 per kanal |
Milkiyat.com finding: the infrastructure fee per marla. At Rs800,000 per kanal, the TPID fee works out to 800,000 ÷ 20 = Rs40,000 per marla. For a 1,000-kanal scheme, it totals 800,000 × 1,000 = Rs800 million. Developers pass costs like this on to buyers, so a RUDA-approved scheme that has paid its charges may cost more than an unapproved one nearby, and that difference is partly the price of legality.
Rates may have changed since 2024; confirm current charges with RUDA.
5. The illegal schemes RUDA inherited
RUDA's spokesperson said the authority inherited 103 illegal housing schemes and subdivisions from LDA and local councils (TMAs), plus schemes with unapproved extensions. Many of these sit in low-lying land along the river.
That matters because older marketing may show an LDA or TMA document for land that RUDA now controls, or no approval at all. If a scheme near the river shows an LDA approval, ask:
- Is the land inside RUDA's notified area?
- If yes, has RUDA accepted or regularised the old approval, in writing?
- Is the scheme on any RUDA list now?
For schemes outside RUDA's area, check LDA's lists and our LDA illegal housing societies list 2026.
6. Flood risk: the issue the rules disagree on
After the 2025 floods damaged housing schemes along the Ravi, Dawn reported that the authorities apply flood rules differently. LDA and TMAs follow the Private Housing Scheme Rules 2014, which bar approvals in flood-prone zones without irrigation department clearance. RUDA interprets its 2021 rules differently and has been accused of approving schemes in flood zones without an irrigation department NOC. A Punjab government official told Dawn: "It is very confusing that Ruda may accord approval to housing schemes in flood-prone zones without an NOC from the irrigation department."
What to do as a buyer:
- Ask the developer for the irrigation department's NOC or flood clearance, in writing.
- Check whether the plot flooded in 2025. Ask neighbours, not the sales office.
- Check the plot's level against the river embankment on a site visit.
- Treat land described as "riverfront" or "near the river channel" as higher risk until you see written clearance.
7. The court cases behind RUDA
RUDA has faced major legal challenges. As far as we could find, the last confirmed position is the Supreme Court's February 2022 interim order.
| Date | Court | What happened |
|---|---|---|
| 25 Jan 2022 | Lahore High Court | Justice Shahid Karim declared the Ravi Riverfront project unconstitutional, citing the lack of a master plan and improper land acquisition |
| 1 Feb 2022 | Supreme Court | Suspended the LHC ruling, but barred work beyond land already acquired, possessed and paid for, and froze environmental and planning approvals pending reports to the court (Dawn) |
| Jan 2023 | Lahore High Court | In the separate Master Plan 2050 case, petitioners alleged the plan illegally validated RUDA; the court suspended the master plan |
We found no final Supreme Court verdict on the appeal. Check for later rulings before relying on this summary. The Master Plan 2050 story is in our Lahore master plan and peri-urban zones guide.
8. Ownership proof: does the PLRA certificate apply in RUDA's area?
Since 1 July 2026, plots in schemes under LDA's jurisdiction trade only through a PLRA Property Certificate. See our PLRA Property Certificate guide. The announcements we found speak of schemes in LDA's jurisdiction and do not mention RUDA's schemes.
Until RUDA or PLRA confirms otherwise, ask the developer and RUDA in writing how ownership is recorded for your plot, and whether a PLRA Property Certificate will be issued. Don't buy a bare file.
9. Buyer checklist for property near the River Ravi
- Get the mouza and khasra numbers of the land.
- Confirm with RUDA whether the land is inside its notified area.
- If it is, find the scheme and exact phase on RUDA's PPP, Technical Approval or Final Sanction list.
- Know the stage: PPP is not final approval.
- Confirm your plot is within the approved area, not land surrendered to the river channel.
- Ask for irrigation department or flood clearance in writing.
- Check whether the area flooded in 2025.
- If the scheme shows an old LDA or TMA approval, ask RUDA whether it is still valid.
- Confirm how ownership is recorded and whether a PLRA Property Certificate will be issued.
- If the land is outside RUDA's area, check LDA's lists instead: how to verify a housing society with LDA.

Frequently asked questions
What is the difference between RUDA and LDA? LDA is Lahore's main development authority, created in 1975. RUDA was created in 2020 for the River Ravi riverfront and approves housing schemes only inside its notified area.
Does LDA approve housing schemes in Ravi City? No. Inside RUDA's notified area, RUDA is the approving authority. LDA's lists will not show those schemes.
How do I check if a society is RUDA approved? Check RUDA's website under Housing Schemes, which lists schemes with Provisional Planning Permission, Technical Approval and Final Sanction, and confirm with RUDA directly.
Is Provisional Planning Permission the same as approval? No. It is the first of three stages, valid for one year. Final Sanction is the full approval.
How big is RUDA's area? About 132,000 acres along a 46 km stretch of the River Ravi, across Lahore and Sheikhupura districts.
Is the Ravi Riverfront project legal? The Lahore High Court declared it unconstitutional in January 2022. The Supreme Court suspended that ruling in February 2022 and allowed work only on land already acquired, possessed and paid for. We found no final Supreme Court verdict since.
Are housing schemes along the Ravi safe from floods? Not automatically. Schemes along the river were damaged in the 2025 floods, and RUDA has been accused of approving schemes in flood-prone zones without irrigation clearance. Ask for written flood clearance before buying.
Does the PLRA Property Certificate apply to RUDA schemes? The PLRA announcements we found cover schemes under LDA's jurisdiction. Ask RUDA and the developer in writing how ownership will be recorded.
