Short answer: The five strongest housing societies in Islamabad in 2026 are DHA Islamabad-Rawalpindi, Bahria Enclave, Gulberg (Residencia and Greens), B-17 Multi Gardens, and Park View City. Each one is either backed by its own Act of Parliament or appears on the Capital Development Authority's official private housing schemes register with an approved Layout Plan. Every other claim you read about an Islamabad society "fully approved", "guaranteed ROI", "CDA verified" should be checked against that register before you pay a single rupee.
This ranking is not a popularity list. It is built on three things we can verify: legal status on the CDA private housing schemes register, on-ground delivery, and resale depth on Milkiyat.com. Where a society has a real problem, we say so.
How we ranked them
| Criterion | Weight | Why it matters |
|---|---|---|
| Legal status (LOP + NOC) | Highest | A cancelled LOP can void your file entirely |
| Development and possession | High | Approved land that isn't developed still can't be built on |
| Resale liquidity | High | Determines whether you can actually exit |
| Infrastructure access | Medium | Ring Road, Expressway and underpass proximity |
| Amenities and end-use quality | Medium | Matters for living, less for pure investment |
Price bands below reflect Milkiyat's area-wise Islamabad property price analysis as of July 2026. They are asking prices, not closing prices, and exclude 236K/236C advance tax and development charges.
Quick comparison: Islamabad's top 5 societies in 2026
| Society | Governing authority | Legal status | 10 Marla band | Best for |
|---|---|---|---|---|
| DHA Islamabad | Own federal Act | Statutory authority | PKR 75 Lakh–3.75 Cr | Long-term hold, legal certainty |
| Bahria Enclave | CDA Zone 4 | LOP approved; Phase-I NOC not issued | PKR 1–3 Cr | Fast resale, ready lifestyle |
| Gulberg Residencia | CDA Zone 5 | LOP approved, NOC issued | PKR 50 Lakh–2.7 Cr | Largest approved scheme, end-use |
| B-17 Multi Gardens | CDA Zone 2 | Both phases LOP approved, NOC issued | PKR 1.9–2.3 Cr | Middle-income families, M-1 access |
| Park View City | CDA Zone 4 | LOP approved, NOC approved (1,067.90 Kanal) | PKR 1.2–2.5 Cr | Affordable branded entry in Zone 4 |
1. DHA Islamabad-Rawalpindi, the legal benchmark
DHA Islamabad is the only name on this list that does not need a CDA NOC. It operates under the Defence Housing Authority Islamabad Act, 2013, published by the Pakistan Code, which constitutes it as a body corporate empowered to acquire, hold and dispose of property in its own right. That statutory footing is why DHA files rarely carry the approval risk attached to private schemes.
Phases 1 through 5 are largely built out and trade almost entirely on the secondary market. Our DHA Phase 1 block-wise price guide and DHA Phase 3 block-wise breakdown show how sharply rates diverge between blocks inside a single phase.
Prices (July 2026): 5 Marla PKR 60 Lakh–1.80 Cr; 10 Marla PKR 75 Lakh–3.75 Cr; 1 Kanal PKR 2–8.8 Cr.
Honest caveat: the spread is enormous because "DHA Islamabad" bundles fully developed phases with undeveloped ones. A Phase 5 or DHA Valley file is a fundamentally different asset from a Phase 2 registry. Read our explainer on registry vs file vs plot before comparing quotes.
2. Bahria Enclave, the liquidity leader, with a paperwork asterisk
Bahria Enclave in Zone 4 is Islamabad's fastest-moving inventory. If you need to exit within months rather than years, this is the deepest buyer pool in the capital.
But the CDA register tells a more nuanced story than most guides admit. As listed on CDA's own site, Bahria Enclave Phase-I (12,543.11 Kanal) shows Layout Plan approved, NOC not issued. Only the smaller Bahria Enclave-II Phase-II (1,180.04 Kanal) and Bahria Enclave-II Agro Farming Scheme (2,489.38 Kanal) show NOC issued. Any marketing material describing the whole of Bahria Enclave as "fully CDA approved" is overstating the record.
Prices: 5 Marla PKR 50 Lakh–1.6 Cr; 10 Marla PKR 1–3 Cr; 1 Kanal PKR 2.5–5 Cr.
Honest caveat: beyond the NOC gap, Bahria carries sponsor-level uncertainty. See our analysis of how the Malik Riaz stand-off affects Bahria Town investors and our Bahria Town vs DHA comparison.
3. Gulberg Islamabad, the largest fully approved scheme in the capital
By area, Gulberg Residencia (IBECHS Phase-III) is the biggest CDA-approved private housing scheme in Islamabad: 19,390.36 Kanal in Zone 5, with Layout Plan approved and NOC issued. Its sister project, Gulberg Greens Farm Housing Scheme (3,862 Kanal, Zone 4), is separately approved with NOC issued.
Buyers routinely conflate the two. Residencia sells Marla-sized residential plots; Greens sells Kanal-plus farmhouse plots at multiples of the price. Our Gulberg Residencia and Gulberg Greens block-wise price guide separates them properly.
Prices: Residencia 5 Marla PKR 70 Lakh–1.30 Cr; 10 Marla PKR 50 Lakh–2.7 Cr; 1 Kanal PKR 85 Lakh–4.5 Cr. Greens farmhouse plots run PKR 3.5–15 Cr for 4 Kanal.
Honest caveat: a wide price band inside Residencia reflects genuinely uneven block development. Verify the specific block's utility and possession status, not the society average.
4. B-17 Multi Gardens (MPCHS) , the middle-income choice under regulatory pressure
B-17 is the strongest CDA-sector-adjacent option for families priced out of DHA and Gulberg. Both Multi Gardens Phase-I (4,815.75 Kanal) and Phase-II (4,480 Kanal) appear on the CDA register in Zone 2 with Layout Plan approved and NOC issued — an unusually clean two-phase record.
Its position near the M-1 Motorway and the Margalla Avenue corridor is a genuine structural advantage, covered in our guide to Islamabad's biggest infrastructure projects in 2026.
Prices: 10 Marla PKR 1.9–2.3 Cr; 1 Kanal PKR 1.9–4.25 Cr. Block A prices above Block B on identical sizes.
Honest caveat: approval at scheme level does not protect individual buildings. CDA sealed 19 commercial plazas in B-17 over map and bylaw violations — the full account is in our report on why 19 B-17 plazas were sealed. ProPakistani reported in May 2026 that CDA had also identified illegal construction in Multi Gardens, Bahria Town, Jinnah Garden and Tele Gardens as part of a wider operation.
5. Park View City, the affordable Zone 4 entry, with a size question
Park View City is the cheapest branded society in Zone 4 and the only project on this list whose CDA entry reads Layout Plan approved, NOC approved.
The number that matters, though, is the recorded area: 1,067.90 Kanal. That is a fraction of what the project markets. Our Park View City NOC and CDA approval status report sets out the verified legal timeline, and the 2026 master plan guide documents how Golf Estate and Hills Estate were removed and merged without a public announcement.
Prices: 5 Marla around PKR 60 Lakh; 10 Marla PKR 1.2–2.5 Cr; 1 Kanal PKR 2.4–4.5 Cr.
Honest caveat: overseas block allottees have faced plot adjustment offers carrying extra charges — details in our Overseas Block H transfer investigation. Confirm your specific block falls inside the approved 1,067.90 Kanal boundary before transferring money.
What we deliberately left out
Several heavily advertised names did not make this list because they fail the legal or delivery test. In May 2026, Mettis Global reported that CDA's Planning Wing published a list of 99 housing and agro-farming schemes in Zones 3 and 4 declared illegal, and CDA confirmed on its own site that it had sealed the offices of Shaheen Town and Islamabad Green Paradise. Dawn has separately reported that the Interior Ministry ordered a crackdown on illegal societies across the capital.
Cross-check any shortlist against our housing societies to avoid in Islamabad guide and CDA's illegal housing schemes page.
How to verify any Islamabad society in four steps
- Search the scheme by exact name and phase on the CDA housing schemes register. Phase names matter — one phase can be approved while the next is not.
- Read both fields, not one. "LOP: Approved, NOC: Not Issued" is not the same as "NOC: Issued".
- Match your plot number to the approved area in Kanal shown on the CDA entry.
- Confirm the document type you are buying — registry, allotment or open file. Our step-by-step CDA NOC verification guide walks through the full protocol, and our scam protection guide covers the five red flags that precede most losses.
Frequently asked questions
Which is the best housing society in Islamabad in 2026? For legal certainty and long-term hold, DHA Islamabad, because it operates under its own federal Act rather than a CDA NOC. For fast resale, Bahria Enclave. For approved scale and end-use living, Gulberg Residencia.
Is Bahria Enclave CDA approved? Partly. CDA's register shows Bahria Enclave Phase-I with Layout Plan approved but NOC not issued, while Bahria Enclave-II Phase-II and the Bahria Enclave-II Agro Farming Scheme show NOC issued. Verify your specific phase.
Is Park View City legal? Yes for the recorded 1,067.90 Kanal, which CDA lists as Layout Plan approved and NOC approved. Land marketed beyond that boundary is not covered by the same entry.
Which Islamabad society is cheapest to enter? Park View City, at roughly PKR 60 Lakh for 5 Marla, though specific DHA and Bahria phases occasionally undercut it on the resale market.
Do I need a CDA NOC for a DHA Islamabad plot? No. DHA Islamabad derives its authority from the Defence Housing Authority Islamabad Act, 2013, and is not listed among CDA's private housing schemes.
